J&K: New Standard Operating Procedure (SOP) has been introduced in the security grid, creating a new strategy to deal with Pakistan-backed terrorism in Jammu and Kashmir amid the Corona epidemic. Although the new strategy has not yet been made public, but in recent times the ground action seems to have been implemented.
1. Stop the glorification of terrorists
A strategic step is that the names of their organizations should not be publicized and their identity should not be revealed to stop the recruitment of terrorists. The Jammu and Kashmir Police have also tightened the screws so that information is not leaked at the local level. Army and CRPF security forces are also adopting this strategy.
Kashmir-police security forces made a major breakthrough on Wednesday when they killed Burhan Koka and two of his associates of Ansar Gajwat-ul-Hind (AGH) at Melhora in Shopian district in south Kashmir. Instead of the usual practice of claiming ‘victory’ or ‘success’ by holding a press conference, the Jammu and Kashmir Police issued a statement sharing only basic information that “3 terrorists were killed in the encounter, whose identity is being ascertained.” is.”
A senior official of the Jammu and Kashmir Police told India Today, “We have a challenge to stop recruitment of new terrorists in terrorist organizations. So we have to adopt a new strategy. A press conference for any general terrorist to the Corps Commander or DGP Why should we do it? Our effective weapon is to keep starving terrorist organizations hungry and they should not be propagated.
The security grid is avoiding damage from the top 10 or 20 “Most Wanted Territist”. Sources say that this will lead to glorification of terrorism.
2. Public funeral not allowed
Thousands of local people gather at the funeral of terrorists, shouting anti-India slogans with guns. Security forces have suggested from time to time that such meetings should not be allowed in the funeral.
On 8 April, more than 500 people gathered in the funeral of Jaish militant commander Sajjad Nawab Dar in violation of the lockdown norms. An FIR was registered after the Home Ministry took cognizance of the incident and two people were detained. After several rounds of deliberations officially, it was decided that the slain militants would not be allowed to be buried in the local cemetery or procession with the funeral. The decision was later changed and it was said that the funeral would be allowed to the family in the presence of the police.
3. Police surveillance on social media
Kashmir’s cyber police station registered its first FIR against some people on February 17, 2020 for defying government orders on social media. This FIR was registered only a few days after the cyber cell came into existence.
The cyber police has increased vigilance on social media, as the Jammu and Kashmir government has blamed social media for political unrest in Kashmir in many of its orders. High speed 4G mobile internet continues to be banned. The government believes that this is a preventive step against misuse of internet and social media. Recently, police also filed a case against three journalists. Recently such incidents have come to the fore when attempts have been made to spread unrest by spreading fake information. The government is trying not to allow fake news to spread.
4. Terrorists’ Grab
After the decision to abolish the special status of Jammu and Kashmir and divide the state into two union territories, the communication system was stalled there. This had a great impact on human intelligence. But with the help of Lashkar-e-Taiba from the beginning of 2020, operations have been intensified to deal with Pakistan-backed terrorist groups in the valley.
The Registration Front (TRF) and Tehreek-Milat-e-Islami (TMI) are the recently formed organizations with the help of Pakistani ISI. Both these groups have been active in the valley for the last one year. Despite Hizbul Mujahideen not being active, terrorist projects of Pakistan have not stopped. Since the beginning of this year, 60 Terror Operatives have been neutralized and 28 have been killed. Most of these 60 were associated with Hizbul
The biggest concern is foreign terrorists. Army and BSF are constantly tightening the screws. It is estimated that 250 to 300 terrorists are active in the valley at present. The security forces say that the concern is not the number but the real concern is the suicide squads of terrorist groups like Jaish-e-Mohammed.
5. Two steps ahead in the game
As communication has been restored in the valley, now Pakistan-based terrorist groups have also become active in the valley and are trying to create unrest. But the Indian security forces are giving them a befitting reply. Due to this, terrorist groups are now forced to change their “cut out” modus operandi.
In the language of intelligence, “cut out” means that the person carrying the information only knows the source and destination of the information, he does not know any other person involved in this intelligence process. “Cut outs” cannot be used to identify members of a spy cell. The “cut out” keeps both the source and destination of the information separate.
According to sources, the ISI is no longer telling the jihadis in advance what is being done in Jammu and Kashmir. In the post-5 August scenario, pressure has increased on separatists. The ISI is now trying to motivate lower-ranked separatists to go home to terrorists. But it is also impossible at the time of Kovid-19.
